Dear Clive,

Thank you for your letter of 8 October 1998 and I apologise for the long delay in replying. Your "Local Family Banding" idea is interesting. It is similar in essence to the car pooling schemes encouraged by companies as part of green commuting plans, but applied to a specific constituency of regular school users. You will be aware that the Transport White paper has published some ideas it is looking into concerning car use in travelling to school and that there are a number of experimental schemes currently "on trial" aiming to encourage riding and walking to school. The Environment and Transport Select Committee is currently looking into the Transport White paper and they will endeavour to introduce elements of the idea into our recommendations.
